In New York state, local school boards must annually develop a balanced school budget proposal and put it up for a public vote on the third Tuesday in May. District expenses may include salaries and benefits, curriculum, staff development, facilities maintenance and operation, transportation and debt service. Revenue includes state funding, federal funding, property taxes and appropriated fund balance.

Voters approve $41.45 million district budget

On May 20, Salmon River Central School District voters approved the district’s $41.45 million 2025-26 budget proposal, the purchase and finance of school transport vehicles and the $47 million Foundations for the Future capital improvement project. Residents also elected three board of education members.

Propositions

  • A $41,444,974 budget for the 2025-26 school year that increases spending 7.17% ($2,771,780) and carries a tax levy increase of 2%: 139 yes; 44 no
  • Purchasing and financing school transport vehicles at a total cost not to exceed $650,000: 135 yes; 49 no
  • A capital improvement project consisting of the reconstruction and renovation of, and the construction of improvements, additions and upgrades to various district buildings and facilities at a total maximum estimated cost of $47,000,000 million: 125 yes; 57 no

Board of Education election

Four candidates, as well as one write-in candidate, sought election to three open board of education seats:

  • Five-year term:
    • Maryellen Cooke: 141 votes (winner)
  • Five-year term:
    • William Black: 138 votes (winner)
    • Niles DuPont: 28 votes
  • Two-year term:
    • Kim Lauzon McElwain: 118 votes (winner)
    • Kristian Terrance (write-in candidate): 22 votes

All three terms begin July 1, 2025.

Fiscal Transparency

Our district is committed to fiscal transparency with all stakeholders. Each year, the district’s financial statements are reviewed by an independent auditor as required by New York State. After the audit is completed, it is reviewed by the Audit Committee and accepted by the Board of Education. In addition, New York State requires that school districts submit a detailed annual statement of the total funding allocation for each school in the district.
