Salmon River board appoints acting superintendent


At a special meeting Tuesday, Dec. 23, the Salmon River Central School District Board of Education appointed Franklin-Essex-Hamilton BOCES District Superintendent Dale Breault to serve as acting superintendent of schools, effective immediately.

As part of their statutory duties as representatives of the New York State Education Department, a BOCES district superintendent may assume the role of superintendent in any component district in the event of an absence or vacancy.

Last week, the board was made aware of allegations from parents concerning restraint and seclusion in the form of wooden boxes used as calming stations at district schools. 

After learning of the allegations, the board launched an independent investigation to be conducted by a law firm, which is now being led by FEH BOCES. The board is also cooperating with a New York State Education Department investigation and remains committed to a thorough, impartial review of all circumstances. 

Harper remains assigned to home duties and Director of Special Education Allen Gravell, St. Regis Mohawk School Principal Alison Benedict and elementary school teacher Karrie Haverstock remain on administrative leave pending the outcome of the investigations.

Breault will serve as superintendent until the board names an interim leader. 

“The Board of Education believes it is essential to take deliberate and responsible action while these investigations move forward,” said Board President Jason Brockway. “Appointing an experienced acting superintendent allows the district to remain focused on student safety, stability, and daily operations.”
