As your acting superintendent, I want you to know that I have heard your concerns—both directly and indirectly—regarding the recent allegations of staff misconduct in the district. I understand the outrage recent events have created, and I take your calls for accountability and decisive action very seriously.
Please know, the investigation into the use of wooden boxes as calming stations in the district remains active, and additional information is being gathered. Late last month the New York State Department of Education visited the district and confirmed all boxes were dismantled and removed. We are making arrangements to provide appropriate calming resources and procedures for students.
At this time, we have not found evidence that would justify placing additional staff members on leave. However, as the investigation progresses, further personnel actions may be taken if supported by the findings. As we have previously announced, the district’s director of special education, a principal, and a teacher have been placed on leave. Superintendent Dr. Stanley Harper remains on at-home status and is not expected to return to the district. To ensure continuity of operations, Rebecca Stanley has been designated acting CSE/CPSE chairperson, Jenna Cruickshank has been appointed acting principal of St. Regis Mohawk School, and Brandi Harris is providing administrative support at the Mohawk School.
The investigation is being led by an independent law firm, which will interview staff and review all records related to the construction and use of the boxes, compliance with regulations and any accusations of student abuse. This investigation will take several weeks to complete, and we ask for the community’s cooperation and request everyone refrain from making personal attacks on staff members.
Anyone with a concern or complaint about any district staff member is encouraged to file a Dignity for All Students Act (DASA) complaint on the district website.
As you know, the Salmon River Board of Education appointed me as acting superintendent on Dec. 23. In my role as district superintendent of our local BOCES, I serve as a representative of the New York State Education Department and in that role may assume the role of superintendent in a district when there is an absence or vacancy. In order to have a leader that can dedicate their full attention to the district, it is the board’s intention to appoint a full-time interim leader to see the district through this troubling time. I am assisting with the search for an interim superintendent and have already conducted interviews. I expect to make an announcement shortly regarding an appointment.
I would like to thank everyone for their cooperation thus far. As the BOCES district superintendent, I remain committed to the Salmon River community and will continue to provide support into the future.
Sincerely,
Dale Breault
Acting Superintendent of Schools
Salmon River Central School District
